    What is FSSAI?

    The Food Safety and Standards Authority of India (FSSAI) is a statutory body established under the Food Safety and Standards Act, 2006. It regulates the manufacture, storage, distribution, sale and import of food in India through the FoSCoS portal (foscos.fssai.gov.in).

    Every Food Business Operator (FBO) in India — from a home baker to a multinational food manufacturer — must hold either a 14-digit FSSAI Registration Number (Basic) or a 14-digit FSSAI Licence Number (State / Central) before commencing operations. The number must be displayed at the premises and printed on every product label.

    Who needs which licence — the practical map

    Basic Registration (petty FBOs)

    Home bakers, small cloud kitchens, small tea/juice shops, hawkers, tiffin services and any food business with annual turnover up to ₹12 lakh. This is the entry-level FSSAI credential.

    State Licence

    Restaurants, mid-size cloud kitchens, single-state D2C food brands, caterers, mid-size manufacturers and warehouses with annual turnover between ₹12 lakh and ₹20 crore.

    Central Licence

    Large manufacturers (>₹20 Cr turnover), multi-state operators, importers, exporters, e-commerce food operators, food catering on trains/aircraft/vessels, and 100% Export-Oriented Units.

    The step-by-step FoSCoS filing process

    1. FoSCoS account creation

    A user account is created on foscos.fssai.gov.in linked to the entity's PAN and mobile number.

    2. Kob & product-list mapping

    The Kind of Business is selected and food products are mapped to official FSSAI categories. Wrong categorisation is the #1 reason for rejection.

    3. Document upload & fee payment

    PAN, address proof, business registration and layout plan (for State/Central) are uploaded. Government fee is paid via the FoSCoS gateway.

    4. FSSAI review & inspection (State/Central)

    Basic Registration is auto-approved within 7 days. State/Central Licences involve a physical inspection of the premises before approval.

    5. Licence issuance

    On approval, a 14-digit FSSAI Registration / Licence Number is issued with a downloadable certificate. It must be displayed at the premises and on all product packaging.

    Kob — Kind of Business classification

    FSSAI classifies every food business into a Kob (Kind of Business) — a taxonomy of 40+ categories including Manufacturer, Distributor, Retailer, Caterer, Cloud Kitchen, Cold Storage, Food Vending Establishment, Meat Retail, Milk Chilling Unit, Nutraceutical Manufacturer, and many more. The Kob determines the fee, the document requirements and the inspection protocol. Wrong Kob is a common reason for delayed or rejected applications.

    FSSAI Labelling & display rules — the essentials

    • 14-digit FSSAI number must be printed on every product package in a font size at least equal to the largest font on the label
    • The FSSAI logo (as per FSSAI-2020 spec) must be printed adjacent to the number
    • Nutritional information panel is mandatory for all packaged food (except very small formats)
    • Veg / Non-veg symbol (green / brown dot) is mandatory
    • Allergen declaration is mandatory for products containing top-8 allergens
    • Country of origin, manufacturer address, best-before / expiry date and net weight are mandatory
    • Health claims and nutrition claims must comply with FSS (Advertising & Claims) Regulations 2018

    Renewal & validity — the crucial 30-day window

    FSSAI Registration / Licence must be renewed at least 30 days before expiry. Renewal filed within 30 days of expiry attracts a late fee of ₹100 per day.

    If not renewed within 30 days of expiry, the licence lapses and a fresh registration must be obtained. This can shut down operations for weeks. Taxpex sends automated reminders 30 / 15 / 5 days before expiry — free for all clients.
