    Documents Required for FSSAI Registration — Complete Checklist 2026

    A complete, FoSCoS-validated checklist of documents for FSSAI Basic, State and Central applications — formats, sizes, common rejection reasons and pro tips.

    Roughly 4 out of every 10 FSSAI applications are rejected on the first attempt because the documents are wrong, expired, blurry or in the wrong format. This checklist tells you exactly what to prepare, in what size, and what to avoid — so your licence comes through clean the first time.

    Universal documents (Basic, State, Central)

    • PAN card of the applicant / business entity.
    • Aadhaar card of the proprietor / authorised signatory.
    • Passport-size photograph of the proprietor (recent, white background).
    • Mobile number and email ID for OTP verification (must belong to the signatory).
    • Business address proof.
    • List of food categories the business will manufacture or sell.

    Business address proof — accepted formats

    • Latest electricity bill (within 2 months).
    • Property tax receipt.
    • Rent agreement (registered or notarised).
    • Sale deed of the premise.
    • NOC from the property owner if rented.
    • Municipal trade licence (where issued).
    Watch out

    A rent agreement without proper stamp duty or notarisation is the single biggest cause of FSSAI rejections. Always notarise rent agreements before filing.

    Additional documents for State Licence

    • Business registration certificate — GST, COI, partnership deed or MSME.
    • Layout plan of the premise (for manufacturers, processors and packers).
    • List of equipment and machinery used.
    • Source of raw material — supplier list and origin certificates.
    • Form IX — nomination of authorised person on company letterhead.
    • Water test report (where water is used as an ingredient).
    • NOC from local municipality (for select food categories).

    Additional documents for Central Licence

    • Everything required for State Licence, plus —
    • Import Export Code (IEC) if you import or export food.
    • Ministry of Commerce certificate for 100% EOUs.
    • Recall plan in writing (mandatory for manufacturers).
    • Food safety management system (FSMS) plan.
    • NOC from the Ministry of Tourism for hotels (5-star and above).
    • Certificate from the manufacturer (for re-labellers / re-packers).
    • Source of milk / meat / fish where applicable.

    Common rejection reasons

    • Aadhaar and PAN names don't match.
    • Address on proof differs from the address in the application.
    • Photo is from a printout or cropped — must be a recent passport-style image.
    • Rent agreement is on plain paper instead of stamp paper.
    • NOC is signed by a tenant instead of the property owner.
    • Food category list missing or incorrect.
    • Mobile/email belongs to a consultant — must be the FBO's own.
    Pro tip

    Take all document photos on a flat, well-lit surface. Avoid mobile camera scans with shadows — they fail FoSCoS upload validation more than 50% of the time.

    FAQs

    Do I need GST before applying for FSSAI?

    Not for Basic Registration. For State and Central licences, business registration (GST / COI / partnership deed) is required. Taxpex bundles GST + FSSAI in one engagement for new food businesses.

    Is a digital signature mandatory?

    Not for individuals applying for Basic. For State and Central licences (company / LLP), a Class 3 DSC of the authorised signatory is required for submission and renewal.
