HSN vs SAC Code: Difference, Format and When to Use Which

HSN classifies goods, SAC classifies services. Compare structure, digits, who issues them, invoice rules and mixed supplies — with a simple decision table.

    Quick answer

HSN codes classify goods and are based on the World Customs Organization's international system. SAC codes classify services, start with 99 and come from India's GST service classification. Use HSN on lines for goods and SAC on lines for services — one invoice can contain both.

    Quick decision rule

    • Is something tangible transferred to the customer? Use HSN.
    • Is the customer paying for work, time, expertise, use of an asset or access? Use SAC.
    • Is it software? Packaged media is goods; downloads, licences and SaaS are generally services.
    • Is it a works contract on immovable property? It is treated as a service under GST.
    • Is it food? Packaged food sold over the counter is goods; restaurant service is SAC 9963.

Invoices with both goods and services

A dealer who sells an AC and charges separately for installation should show the AC with its HSN and installation with SAC 9987, each with its own rate — unless the supply is genuinely composite, in which case the principal supply decides one rate.

    Taxpex tip

In the GSTR-1 HSN summary (Table 12), goods and services both appear; the portal identifies services by the 99 prefix.
